Paulo Fundament, PE, LEED AP, CPMP – Principal & CEO As founder and principal of Fundament & Associates, Inc. Mr. Fundament takes a hands-on approach in operating the firm and managing its projects. He has over 20 years of broad experience in design and implementation of technically complex projects in the areas of modern HVAC design and retrofit, thermal energy storage, energy efficiency, and building automation.
As an expert in HVAC, intelligent building design, and energy conservation, Mr. Fundament has been responsible for the design and implementation of the firm’s projects since its inception in 1987. He is the Executive Engineer for the UCSD Campus Energy Conservation Project and International Consultant for the CEC with project responsibilities in China, Mexico, and Brazil. Mr. Fundament designed the Building Automation and Central Plant Systems of the World Trade Center Complex of São Paulo, Brazil and he continues to consult with the World Trade Center Association commissioners on optimizing facilities operations and expansion plans.
Mr. Fundament is an eloquent and frequent speaker on the subjects of energy efficiency, computerized controls, and project implementation to technical and professional audiences. He is currently a member of the ASHRAE Orange Empire board of directors and is the Technology, Energy and Government Affairs chairman.
Art Urroz– Operations & Plumbing Department Manager Mr. Urroz joined Fundament & Associates, Inc. in 2009. His focus throughout his tenure with the firm has primarily consisted of healthcare and academic projects to which he provides his broad knowledge of plumbing design, construction administration and management. Mr. Urroz acts as a peer advisor and mentor to staff members as well as playing a key management role in the firm.
Andy Chan, MBA, PE, CPMP – Director of Electrical Engineering Mr. Chan, joined Fundament & Associates, Inc. in 2008. He attained his Bachelor’s Degree in Electrical Engineering in 2000 and MBA in Management of Technology in 2003 from the University of Houston. Combining his wide-ranging electrical engineering skills with a business background, Mr. Chan links the technical design aspect the industry demands while simultaneously nurturing client relationships.
Andrew Gossman, PE, LEED AP BD+C – Department Manager, Mechanical Services Joining Fundament & Associates, Inc. in 2008, Mr. Gossman currently contributes in all phases of design and construction administration. He received his BSME at California Polytechnic State University, San Luis Obispo and his career has been primarily focused on large-scale laboratory, healthcare and institutional projects.
Satinder Gulati, PE, QCxP – Associate Principal & Commissioning Department Director Mr. Gulati is a 30-year veteran in the planning, design and management of HVAC, plumbing, fire protection & utilities systems and building commissioning. He has provided feasibility studies, engineering reports and quality assurance of the design documents for construction projects.
Mr. Gulati spearheaded the establishment of the California State University (CSU) Mechanical Review Board (MRB) and has developed CSU Master Enabling Agreements to contract the members of this board to attend meetings to discuss CSU policies and develop design guidelines for mechanical and electrical components of the building systems, building commissioning, controls and utilities systems to be used by 23 CSU campuses. Mr. Gulati has also developed CSU Master Enabling Agreements to contract members of the CSU mechanical review board to provide Mechanical Systems Review (MSR) of the CSU Capital Construction Projects to be used by all CSU campuses. In addition, he has created Master Enabling Agreements to contract commissioning firms to act as the commissioning authority of the mechanical, electrical and plumbing systems (MEP) for the CSU Capital Construction Projects at all CSU campus locations.
Mr. Gulati has also developed Life Cycle Cost Analysis (LCCA) worksheets to compare various building envelopes, mechanical and lighting systems and select the most cost effective building systems. This worksheet is available online and is currently being used by consultants on CSU construction projects.
Sam Bottros, CCIE (Cisco Certified Internetwork Expert) Mr. Bottros, a Cisco Certified Internetwork Expert (CCIE – equivalent to a PhD in internetworking technologies) acts as director for the Fundament & Associates, Inc. Information Technologies and Equipment department. He attained his BS in Biological Chemistry at the University of California Irvine in 1992 and is currently pursuing his MBA in Technology Management. During his tenure with Cisco, Sam Bottros assisted in the development of a series of new products including the Cisco Catalyst 6500 product family, the Nexus 7000 Enterprise Switches, and worked with technologies such as VoIP, Telepresence, fiber and twisted pair as well as a variety of host interfaces like iSCSI and FCoE. These network layers, components and equipment achieve a 99.9999% availability and have room for easy future expansion.
